No vaccines, including Polio, have ever been federally mandated
This article presents information compiled by an anonymous CAIRCO researcher.
The Polio vaccine was never federally mandated. The initial Polio vaccine roll out went awry and children vaccinated for polio actually got polio. There were "obfuscation by government officials, clumsy explanations and delayed responses" until the Polio vaccines were stopped
No vaccines have been federally mandated, except for the military. Some states have mandated vaccines only for school children. Some states have mandated vaccines for all migrants entering the U.S., yet we know that 30% of the Biden Regime's illegal aliens are refusing vaccination.

The great polio vaccine mess and the lessons it holds about federal coordination for today’s COVID-19 vaccination effort, The Conversation, January 14, 2021:
Immediately following the government's licensing of the Salk vaccine, the National Foundation for Infantile Paralysis [Refer to the Statement by the President on the Polio Vaccine Situation-May 31, 1955 - the Federal Government will assume responsibility for the equitable allocation of the vaccine among the States] contracted with private drug companies for US$9 million worth of vaccine (around $87 million today) – about 90% of the stock. They planned to provide it free to the coountry's first and second graders.
But just two weeks after the first doses were administered, the Public Health Service reported that six inoculated children had come down with polio.
In those hopeful first few weeks of the polio vaccine distribution, those of us lining up for shots had little to fear beyond the sting of an injection. That changed quickly. But just two weeks after the first doses were administered, the Public Health Service reported that six inoculated children had come down with polio.
As the number of such incidents grew, it became clear that some of the shots were causing the disease they were meant to prevent. A single lab had inadvertently released adulterated doses.
After considerable fumbling and outright denial, Surgeon General Leonard Steele first pulled all tainted vaccine off the market.
Once some children had in fact been harmed by the shot, obfuscation by government officials, clumsy explanations and delayed responses engulfed the entire production and distribution process in confusion and suspicion. Trust in the government and the vaccine eroded accordingly. Gallup polls found that by June 1955, almost half of the parents who responded said they would not take any further vaccine shots...

Congress has enacted requirements regarding vaccination of immigrants seeking entry into the United States, and military regulations require American troops to be immunized against a number of diseases. The Secretary of Health and Human Services has authority under the Public Health Service Act to issue regulations necessary to prevent the introduction, transmission, or spread of communicable diseases from foreign countries into the states or from state to state.
Current federal regulations do not include any mandatory vaccination programs; rather, when compulsory measures are needed, measures such as quarantine and isolation are generally utilized to halt the spread of communicable diseases.
